Market access in Pakistan is a regulatory question before it is a commercial one. We keep
a standing interface with the Civil Aviation Authority, the Ministry of Foreign Affairs
and airport security agencies so that a principal never has to open one from scratch.
Applications for landing permission and overflight approval are prepared, lodged and
followed through directly with the Civil Aviation Authority, with the operational
documentation, flight plan, aircraft and operator particulars, insurance and
crew details, assembled to the standard the regulator expects on first
submission.
For ad-hoc and series charters we track the file through to written approval and
report status to the operator daily, so the commercial team is never guessing at a
permit position while it holds capacity.
Diplomatic flight clearances & bilateral traffic rights

Diplomatic flight clearances are coordinated through the Ministry of Foreign Affairs
alongside the Civil Aviation Authority, a two-track process that fails quietly when
either side is left to assume the other has been informed.
Where a carrier is establishing or extending service, we support the bilateral
traffic rights position, designation, frequency entitlement and points of
call, and prepare the supporting case in the form the authority reviews it.
Slot allocation is negotiated with CAA coordinators and directly with Airport
Managers at the stations concerned, covering arrival and departure timings, stand and
gate requirements, and turnaround windows that hold on a congested day rather than
only on paper.
Station requirements, ground handling appointment, check-in counters, security
access and crew facilities, are coordinated in the same conversation, because
a slot without a stand is not a slot.
Emergency and short-notice permissions, charter manifest approvals and crew layover
clearances are processed under the CAA Air Navigation Regulations. This is the desk
that carried our COVID-19 airlifts, when approvals moved faster than published
procedure and every sector had to be re-cleared against changing border protocols.
Manifest approvals for military, government and pilgrimage movements are handled with
the security coordination those categories require, and with the discretion the
principals concerned expect.
Regulatory outcomes are decided by the authority concerned. Al Zohra prepares, lodges and
pursues an application to the standard required; it does not guarantee the decision.
